Whenever possible complaints should be completed online. Complaints and letters can also be mailed to the above address, however many letters do not provide us with all the information necessary to commence an investigation.

Complaints will be investigated even when they are made anonymously. We prefer to have contact information so that we can obtain additional information if needed. We maintain the complainant's name as confidential. The information is not released if a FOIL request is made.

If a house has a certificate of occupancy for a single family residence it can not be legally divided. Some homes do have certificates of occupancy that allow for two or three families to legally reside there. Town records must be researched to determine the legal status.
Some homes can legally have an accessory apartment. The house must be owner-occupied and meet other requirements, including the proper applications and approvals from Code Enforcement .
Boarding houses are also permitted for up to two boarders. The boarders must share common areas and kitchen with the main occupants. Bed and breakfasts must have the proper permits. The Building Department reviews application for the conversion. An annual permit is then administered through Public Safety.

Prior to January 2003, bedrooms were not permitted below grade level. With the code amendment, bedrooms may be permitted in basements and attics, but they must be able to meet certain criteria including ceiling height and egress (escape) windows. All conversions, including those from a legal, finished basement, require a building permit.

One unregistered vehicle may be legally stored on a residential property. It can be parked in a driveway. A junk vehicle is unregistered and rusted, wrecked, discarded, dismantled, inoperative, and not intended for use on public roadways. A car being reconditioned is not considered junk.
Any vehicle is permitted to undergo major overhaul, including body work, provided the work is performed inside a structure designed and approved for such purpose. Race cars are controlled by several various licensing membership groups. In order to participate at a track, the race / demolition derby car would have to be operative and there is a registration requirement imposed by the controlling association (New York State Stock Car Association, Dirt Motor Sports, etc.). This does not affect storage that complies with applicable zoning or licensing requirements.

Anyone can make a complaint. Noise complaints must be addressed while the violation is occurring. Complaints should be called in to the Southampton Town Police Department at 631-728-3400. Police officers can handle noise complaints. If the complaint is made while Code Enforcement is working, they may respond. In many instances the offending source of noise will be determined and the individual in charge will be asked to remedy the problem.
If remediation is not successful, the responding officer will need to take a written statement from the person complaining. A decision by the New York State Supreme Court has ruled that three separate households must be disturbed by the noise. Before a summons can be issued, there must be at least three people from different households willing to sign affidavits. Most cases do not go to trial, but if a trial is requested the complainants must be willing to testify at the time of the trial.

All improved properties shall be maintained to prevent blight and to prevent hazards to the public health, safety and welfare. There is a wide range of standard including: Surface and sub-surface water shall be appropriately drained. Pools can not be drained onto neighbor's properties or onto roadways. Paved areas have to be maintained to afford safe passage for pedestrian and motor vehicle traffic under normal usage.
Landscaping has to be maintained to prevent it from being overgrown or unsafe. Premises shall be maintained free from weeds in excess of 10 inches. All garbage and debris shall be kept inside or in an acceptable enclosed container, and shall be regularly removed form the site. Yards and buildings should be free of hazards. Open wells, cesspools, refrigerators with the doors on them, and buildings should be reported to Public Safety.

A permit is not required for minor work, with the exception of wood stoves. Replacing siding or roofing material generally does not require a permit, but in village businesses and where buildings are in close proximity, it may require a permit to ascertain that fire codes are addressed.Public Safety - Code Enforcement
Generally, fences less than four feet do not require a permit, but some specific instances such as wetlands may require a permit. Questions on residences should be directed to the Building Department. Businesses can address the question with either the Fire Marshal or Building Department. -

A building permit should be clearly posted if permitted work is in progress. If a permit is not visible, a complaint can be filed to start the research process.

Code requires that a building be kept in a secure condition. Many property owners will have their property secured to provide protection from the elements and from unauthorized access. Time must be given to allow for investigation and insurance claims. Generally a Notice of Violation will be sent if a building is not secured within 30 days.Public Safety - Code Enforcement
If the violation persists, a summons may be issued. If the building is in an unsafe condition the town may proceed with an enforcement action to remove the building. If the building is structurally sound, but unsightly, the building may continue to exist as long as it is kept secure. Unless the damage is minimal, the fire-damaged portion of the building structure must be rebuilt as new construction. Changes from the footprint of the original building may require Planning Board approval before permits can be issued. -

The complaint should be made to Public Safety. Consent must be granted by not only the property owner, but also by the occupants. If consent to enter is not granted, surveillance is necessary. Having accurate information allows us to know when the best time to observe the violation exists. If surveillance is able to compile strong evidence, we may be able to get a search warrant.

Town Code allows for one more registered vehicle than the number of legal bedrooms. If the number of vehicles exceeds the information in the Building Department or on the Assessor's records, a summons can be issued for excessive vehicles.

The town's website lists the names of contractors and businesses licensed to operate within the town. If the complaint is about the quality of work, it may be a civil matter. If the complaint is regarding work done by a contractor who is not licensed to operate within the town, Public Safety should be contacted. We all want to be good neighbors and want to have good neighbors. However, this is not always the case. Many people work at compliance as soon as they are educated about the problem. Some do not. If the complaint requires Planning Board approval, the process can often take two years or more. If the person chooses not to comply, Public Safety must follow strict guidelines.Public Safety - Code Enforcement
For some violations we can issue frequent summonses. For other violations, summonses can not be issued more often than once a week. Although the code allows for repeat summonses, each violation must be personally witnessed. If the officer can not gain access, they are not able to write a summons.
The court process allows for adjournments. In many instances, the violation will continue to exist as it proceeds through the judicial process. Public Safety can not make it stop! If the problem is severe, the town may elect to go before the New York State Supreme Court in an attempt to get a temporary restraining order to stop the violation. This is a long and complicated process. -
The Town Code of the Town of Southampton prohibits owners from allowing dogs to be "at large." A dog is considered to be "at large" if it is not under the immediate supervision and control of a responsible person and is on property open to the public or on private property not owned or leased by the owner of the dog. The "running at large" law applies only to the unincorporated sections of the town. The Town Code prohibits owners from allowing dogs to disturb its neighbors with prolonged or frequent noise. If you have a barking dog problem, you should contact the Town's Animal Control Department at 631-702-2915 to lodge a complaint and we will investigate.Public Safety - Code Enforcement

Yes. Contact the fire department in your area, most fire departments have an open house for you and your child to learn about fire safety and see the equipment. While curiosity about fire is a normal part of learning, some behaviors may lead to problems. Although public safety cannot address all questions or concerns, the fire marshals have had training with juvenile firesetter issues and have many contacts. It’s a team of specially trained members who respond to hazardous material spills, accidents, etc. Some local volunteer fire departments have teams of technicians or members trained in specialty areas such as decontamination procedures. The town’s team is comprised of employees from public safety, who have had specialized training.Fire Prevention
They work together and drill together to maintain their proficiency. They assist the local volunteer fire departments by providing hazardous materials technicians who have had extensive training and are able to work in fully encapsulated suits. The town team also maintains specialized equipment including monitors and testing equipment including meters. -
Business inspections are performed in an effort to cut down on the loss of life and property with the township. Fire marshals inspect for code compliance to help remove hazards that might cause a fire. They also check to make certain that building systems such as automatic fire suppression, portable fire extinguishers, fire alarms, and sprinkler systems have been properly inspected and maintained.Fire Prevention
A very important function includes checking to see that buildings, especially bars and nightclubs, are not overcrowded, and that patrons have appropriate egress such a problem occur. Routine inspections have all too often found exit doors that have remained locked while the business was occupied, exit lights that were not properly illuminated or emergency lighting units that did not properly function. Because of the nature of the Hamptons nightlife, fire marshals work overtime shifts on summer weekends to do spot checks to help ensure the safety of our visitors. -
They are looking for safety hazards and to determine that your operations are in compliance with all federal, state, local codes or regulations. Some of the things they are looking for:Fire Prevention

- Electrical, gas, and heating systems all operational
- Exit Lights and Emergency Lights are Operational
- Exits are easily passable
- Extension cords used in place of permanent fixed wiring is prohibited
- Fire extinguishers in appropriate locations and properly inspected
- Required systems such as automatic fire suppression in commercial kitchens, fire alarms, and sprinkler systems are properly maintained
- Some inspections will address specialized operations:
- Bars, nightclubs, and other public assemblies
- Bed and breakfasts, motels, and apartment complexes where people sleep
- Lumber yards and woodworking facilities
- Marinas with electrical wiring in wet locations
- Service stations with flammable liquid storage
- Special events and temporary tents
- Storage of hazardous materials
- Welding and other hot work

Normally you will have a certain amount of time to correct the problem. If the problem has not been corrected when fire marshal comes back for a re-inspection, a summons may be issued. A false alarm is when your alarm company reports an alarm activation, a police and/or fire official respond to your residence or business. When they arrive on scene and there is no emergency present, this is considered a false alarm.

Effective October 8, 2017, any false alarm that is older than sixty months will be aged off of the alarm count for that property. Your false alarm account will be billed based on the amount of alarms within a sixty-month period. Invoice # starting with a PA is a POLICE ALARM and FA is a FIRE ALARM.
A. For each subsequent false POLICE ALARM, the following schedule of fees shall apply for alarms occurring within the preceding sixty-month period:
First false police alarm is: No charge
Second false alarm: $100.00
Third false alarm: $200.00
Fourth false alarm: $250.00
Fifth false alarm: $300.00
Sixth or more false alarm: $400.00
B. For each subsequent false FIRE ALARM, the following schedule of fees shall apply for alarms occurring within the preceding sixty-month period:
First false fire alarm: No charge
Second false fire alarm: $400.00
Third false fire alarm: $500.00
Fourth false fire alarm: $750.00

My alarm system experienced a malfunction and was in need of a repair which is what caused the alarm dispatch. Does this qualify as an exemption of fines?
According to Town Code §85-5. page 7 under Installation and Maintenance:
"The owner or lessee shall be responsible for the maintenance and service of his or her fire or police alarm device equipment and shall be responsible for all malfunctions of his or her equipment."
Any appeal received in regards to this category will be evaluated on a case by case basis.

Any unpaid invoices dated between September 1st of the previous year to August 31st of the current year, that have not been paid by November 1st will be placed on your December Tax Bill of the current year.
Ex: Any unpaid alarms that occurred from September 1, 2015 to August 31, 2016 will be placed on the 2016/2017 Tax Levy.

According to the Town, any burglar alarm must be canceled by the alarm company before any police arrive on scene. Police dispatchers will not accept calls from the home owner. The police dispatch does not have the means of being able to confirm that the caller is the actual homeowner or that the homeowner isn’t canceling because they are under duress (being made to do so). The only alarms that cannot be canceled are a panic, holdup or fire alarms.

Many alarm companies make it part of their procedure to have a “call list” to help prevent false alarms, while other companies do not always notify their customers of this option. We recommend that a “call list” be put in place so that there are multiple ways to contact someone in case of a false alarm.

Yes. Be aware of any persons on your property at all times. If you have a housecleaner, landscaper, or if there is construction being done, please make sure that all parties either have the pass code to the alarm system, or a set schedule of when they will be entering the property. If you have friends or family staying at the property, please make sure that all the individuals have the proper information to disarm the alarm system or the pass code so that they can provide the information to the alarm company when they call.

Some alarm companies will offer to have one of their employees or security guards respond to an alarm signal and if there is a problem they will then dispatch Police. Most companies that offer this service have a fee associated with it so make sure you research what the fees are. This is a preference call on your end. If you are not in the area all year round, or are a “Seasonal Resident”, we recommend having a caretaker, or asking a trusted neighbor to keep an eye on your property. This helps limit the chances of false alarms.

A huge concern with some of the alarm companies is making sure they are able to service or repair your alarm system in a reasonable amount of time. There are many alarm companies that will monitor your system, but they do not have any technicians in the area to service your alarm when needed.

We recommend that the property owner should have their alarm system serviced regularly or at least on a yearly basis. This will help to keep the alarm system functioning properly and will greatly decrease the possibility of false alarms.

If your property has a landline for your communications and home phone, we recommend having a battery backup for the modem in case of a power outage. This will help limit any missed calls in any areas with poor cellular service.

An alarm company cannot appeal a false alarm invoice for the property owner/tenant. It is the property owner’s responsibility to follow the procedure when appealing a false alarm invoice. All necessary information will be requested from the property owner once an appeal is received.

Commercial properties are the only properties that are required to register their fire alarms with the fire department. Residential properties do not need to register an alarm system nor is it a requirement to have one.

Non-profit organizations, like churches and other not-for-profits, are not excluded from false alarm fines and are responsible for payment of such fees. This is not a tax, therefore any property that does not pay taxes are still responsible for payments of false alarm fines.
“School districts and other governmental agencies would be exempt for paying the false burglar alarm fees imposed by Town Code Sec. 85-4(A) and (B).”
Schools, libraries, and any government owned property are the only exceptions and are excluded from paying false alarm fines.

According to the Town Code § 85-3. Intentional False Alarms:
B. “Any person, corporation, or other entity that performs work in a building protected by an alarm system that causes the alarm to falsely actuate shall be deemed responsible for that actuation.”
If work is being done at the property location, the homeowner is responsible for making the necessary changes with the alarm company.
Transfer of Development Rights

A development right represents the development potential on a piece of property. In some cases this development right can be transferred from property in a sending area to a property in a receiving area. Once the development rights are stripped from the sending parcel, that parcel can never be developed. In this way Transfer of Development Rights does not contribute to development, but transfers it from sensitive areas where development is less desirable to already-developed areas where development is more appropriate.Transfer of Development Rights

The Southampton Transfer of Development Rights (TDR) program has the goal of lowering or eliminating development in areas that should be preserved, including:Transfer of Development Rights
- Porous moraine soils, found in the CR-200, CR-120, CR-80, R-120 and R-80 Districts, will be retained for the purpose of maximizing groundwater recharge while lessening potential pollution of these ground waters by individual sewage disposal systems.
- Soils found in the Agricultural Overlay District and conforming to United States Soil Conservation Service capability Classes I and II will be retained for permanent agricultural use.
- Wetlands, as defined in the Town Code, and their immediate upland environments will be retained for their ecological benefits and held in permanent open space use.
- Lands found in an area designated by the Comprehensive Plan for a greenbelt park system or for an individual park, beach or public recreation area, which will be retained for such open space use.
- Lands located with the core preservation area of the Central Pine Barrens Overlay District established under Article XXIV of Section 330.
- Lands located within the Old Filed Map Overlay District established under Article XI of Section 330.

Receiving sites shall be recognized by municipal regulations, including but not limited to the Town Code and Comprehensive Plan, the Suffolk County Sanitary Code and the Central Pine Barrens Plan.Transfer of Development Rights
In some cases, the TDR program will allow development in receiving areas at a greater residential density than would be allowed under the current zoning or, alternatively, will allow more intense development of certain eligible nonresidential properties. This increased density and intensity creates added value in these receiving areas that can only be realized with the purchase and redemption of TDRs.
By recognizing the existing development rights of the land the town wishes to protect, and allowing property owners to transfer or convey those rights to others who wish to develop in other areas, landowners and farmers are able to realize the asset value of their lands without developing them fully. -

Approval by the Suffolk County Department of Health Services (SCDHS) is required for all projects which use TDRs. -
To implement the TDR Program, the Town Board created the Southampton TDR Clearinghouse and Bank, pursuant to Town Code Chapter 244(6). The bank will issue TDR Certificates through a procedure set forth in Town Code section 244, and monitor their use in receiving areas.Transfer of Development Rights
The Town of Southampton has adopted a Community Preservation Project Plan that allows the funds generated from a two-percent real estate transfer tax to fund the establishment of a TDR Clearinghouse and Bank pursuant to §261-a of the Town Law. The TDR Clearinghouse and Bank will allow the town to act as a clearinghouse of information for potential sellers and buyers of development rights. -
After development rights have been transferred from sending parcels which are not farmland or golf courses, those parcels shall be protected from future development and additional nitrogen inputs in perpetuity and shall remain as open space or nature preserve.Transfer of Development Rights
After development rights have been transferred from sending parcels in active farm use, golf courses, or parcels with other nitrogen inputs associated with their use, these parcels shall be protected from future development in perpetuity but agricultural uses and other activities involving nitrogen inputs may remain. However, the development rights from these parcels will be tracked separately from those removed from open space parcels and may only be used to increase residential density under Southampton zoning codes, they shall not be used to exceed the basic development density standards of the Suffolk County Health Department in the Groundwater Management Zone in which the parcel is located, pursuant to Article 6 of the Suffolk County Sanitary Code.

Domestic Violence Victims Advocates provide crisis intervention counseling, help petition for orders of protection, and accompany victims to court. Advocates act as liaisons between the victim and the criminal justice system and help individuals understand basic legal proceedings. Referrals are made to appropriate agencies for additional needs. The Town’s Domestic Violence Advocates are located in the court offices on Jackson Avenue in Hampton Bays.

Why Did My Assessment Change?
New York State Real Property Tax Law specifies that property values for example the current Assessment Roll be based on real estate market conditions as of June 30th, 2024. Any increase in your assessment is generally due to physical changes in your property or changes in market conditions from July 1, 2022 to June 30th, 2024. Any increase in your assessment is generally due to physical changes in your property from July 1, 2022 to March 1st, 2024What are the specific reasons for an assessment change?
- Physical property change due to new construction or demolition
- Correction of factual property features such as missing data
- Removal of expired Court decisions (grievance, small claims or other judicial review)
What effect does an increase in assessment have on my taxes?
- Assessment multiplied by the tax rate equals the taxes. Ex. $500,000 x 0.3917 = $195.85 (prior assessment and tax rate).
- The tax rate is a result of the levy (amount needed to raise through real property taxes) divided by the taxable value.
- Property values increase ➝ the levy remains the same ➝ the tax rate decreases ➝ no change or possible increase in taxes. Ex. $560,000 x 0.3585 = $200.76
What are some examples of typical assessment changes in Southampton?
- Additions, garages, pools, tennis courts, decks etc. omitted in error or added to a property but never assessed
Why then do I have an assessment increase?
- Higher increases may be due to new construction, renovations or a prior year assessment reduction which is no longer applicable to this year’s assessment.
What can I do if I want more information about the Assessment Process in Southampton and in New York?

What can I do if I want to appeal my new assessment?
- First ask yourself if the new assessment, based on sales data and physical characteristics, reflects the market value of your property as of JJune 30th, 2024. If it does not then you may want to file a grievance.
- You can file a grievance in one of three ways: Digital E-filing, mail or in person.
TO FILE BY DIGITAL E-FILING:
- The most efficient way of appealing your assessment is to digitally e-file. You will avoid any lines; you can do it any time and will not have to be concerned about mailing delays.
- Follow the instructions and complete a digital e-grievance form found in the Assessors Directory at http://www.southamptontownny.gov/. You will digitally sign your appeal and attach any additional information to your submission. You will receive a verification of submission via email. You must file this form by the Third Tuesday in May — Grievance Day.

Domestic Violence Victims Advocates provide crisis intervention counseling, help petition for orders of protection, and accompany victims to court. An annual Job Fair is held in May to help connect young people to their job opportunities in the communities as well. -

The Town’s transportation program is one of our top priorities and important to our seniors and their families. This service can be a lifeline to many seniors enabling them to remain in their own home and community. One ride at a time!
This important program is designed to aid residents of the Town of Southampton. It can be used for transportation to and from basic essential services such as shopping, bank, post office, drug store, hair dresser, barber shop, non-emergency medical visits, governmental agencies and hospital / nursing home visitation of a sick spouse.
This service is available to senior citizens and/or handicapped individuals within the township, Monday through Friday (excluding holidays).
Please note:- Transportation will be provided according to a regular planned schedule.
- Travelers will be taken to the closest shopping/drop off areas whenever possible.
- The Senior Shuttle Office is open Monday-Friday, 8:30 a.m. to 4 p.m.
- Riders must be residents of the Town of Southampton, at least 60 years of age or handicapped.

‘For those confined to a wheel chair, transportation to medical appointments via a bus equipped with a hydraulic lift is available. Medical appointments must be made well in advance (minimum 5 days notice required if possible), and if any type of assistance is needed a responsible adult is requested to accompany the person. Medical appointment times are Monday through Friday 8:30 a.m. to 12:30 p.m., and are taken on a first come-first serve basis so we can serve each of those in need as quickly and conveniently as possible.

Whether limited in their ability to function independently, physically impaired, socially isolated, or with Alzheimer’s or dementia, we are able to provide relief, referrals and support for caregivers, while a loved one is in a safe and nurturing environment.
Weekdays, 8:30 a.m. to 2 p.m., Monday-Friday a continental breakfast and tasty, hot lunch at the Hampton Bays Community Center are part of the program. A full day of programs and transportation are provided for a very reasonable fee.
The Adult Day Care Program is filled with invigorating programs that are both mentally and physically stimulating. These include: exercise, word and memory games, current events, sing-along’s, entertainment, reminiscing, recreational games, intergenerational programs and the arts from music, to art and dance.

The CPF tax, or the Peconic Bay Region Community Preservation Fund Tax is a 2.5% transfer tax (including a 0.5% Peconic Bay Community Housing Fund Tax) on all real property in the Town of Southampton. The first $100,000 of a vacant, unimproved residential parcel is exempt from the tax, and the first $400,000 of an improved residential parcel is exempt from the tax, where the consideration is $2,000,000 or less. There are several specific tax exemptions, which are listed in Section C of the Peconic Bay Region Community Preservation Fund Form (PDF). In addition, there is a First-Time Home Buyer Exemption.

A building permit is required for fences over 4 feet in height. However, if your property is located on the Wetlands inventory list, you must request Conservation approval for any size fence. Fences over 6 feet in height are not permitted.

- After your final inspection has passed your inspector will give you a list of all the required paperwork that may be needed to finalize your permit.

You can look at files that have been closed by filling out a FOIL request (Freedom of Information Law) and submitting it to the Building Division. You will receive a phone call when the file is available for review. Copies of documents can be made for a fee. However, the Building and Zoning Division is not authorized to provide copies of building plans that have been stamped by a NYS Registered Design Professional with a copyright protection clause.

The Project Development Council is comprised of representatives from several Town Departments with the objective of providing a forum that encourages dialogue between applicants for land use development proposals and various departments. The council meets regularly to assist property owners with the application process, provide status updates to the Town Board, and to make the Town’s processes as predictable as possible for residents and applicants alike.Land Management - Long-Range Planning
While not mandatory, applicants may request to meet with the Council in order to facilitate a more productive working relationship, guiding an applicant through the process in a way that avoids confusion; provides accurate, consistent information; and identifies, fosters and maintains consistency in the process.
The Project Development Council meets on the 3rd Monday of each month at 1 p.m. Requests to meet with the Council should be received at the Department of Land Management no less than 2 weeks before a scheduled meeting, in order to be considered for that meeting. Download the Request form.

The initial energy assessment is completely free of charge, if your household income is under $215,000. If your income exceeds $215,000/year, you will pay no more that $250, on a sliding scale, with the cost shared by the New York State Energy Research and Development Agency (NYSERDA), the sponsoring state agency. There are only a limited number of home improvement contractors that have completed the coursework and certification process through the Building Performance Institute (BPI) necessary to participate in this innovative program. They will be looking at your house to evaluate how all of the systems work together. They’ll look for health and safety issues like carbon monoxide levels and mold, as well as energy efficiency. They’ll start in the basement and finish in the attic. They will use up-to-the-minute diagnostic equipment and computer software to get a before and after picture of your home’s energy consumption.Municipal Works - Energy & Sustainability

Besides the immediate reduction in the cost due to rebates and incentives that are currently available, there are some very attractive options available to pay the balance:
- Pay cash
- Take a low-interest rate loan that the installer can initiate with you
- Use your energy savings to make your loan payments so that there are no out-of-pocket expenses to you. The interest rates are as low as 2.99% currently; subject to change.
- Make your payment to the lender, identified by the contractor — or —
- Make the payment directly to LIPA. They will add a separate line item on your monthly bill to make the process easy and seamless.

- Go to the website www.southamptontownny.gov/energy-audit and fill out the request for more information. Or you can call 631-702-1751. We’ll get the application out to you right away.
- Fill out the application, check the box that states < 200% of AMI (area median income) if your household income (all members over 18 who are working) is under $215,000/yr.
- Gather energy usage for one year (12 months), typically LIPA/PSEG and oil usage. If you contact your utility providers, they can easily provide you the requested information. (This is so that a realistic estimate of energy savings can be made.)
- Mail the application to the Albany address at the bottom of the application. Once your application is received, it typically takes 1-2 weeks for NYSERDA to generate a reservation number. This reservation number is what makes the program free to you and also pays the contractor performing the audit. While you’re waiting for your application to be processed, you can begin interviewing contractors from the list that we will provide. You may ask for references if you like.
- When you receive your reservation number (in your email – if you provide it) you can then call your selected contractor with that reservation number to schedule your energy assessment.

Stormwater pollution comes from many sources. As rainwater and other runoff flows across the ground, lawns, pavement, and rooftops; they pick up harmful contaminants like fertilizers, pesticides, and dirt. When the rainwater hits our streets, the water mixes with waste oil, automotive fluids, and plant debris. Unlike the wastewater we put down our sinks and toilets, stormwater flows to our waterways untreated. This contaminates the water and can harm wildlife.Municipal Works - Engineering
Stormwater pollution is now considered the most significant source of water pollution in our country. Past water pollution control efforts were directed at industrial sources and good progress has been made. Now, non-industrial activities impact water quality more than industrial operations.
In compliance with state and federal requirements, the Town of Southampton has developed a Stormwater Management Program committed to protecting our waterways by involving and educating our residents about stormwater pollution prevention, regulating stormwater runoff from construction sites, investigating non-stormwater discharges, and reducing non-stormwater run-off from municipal operations. -

A “Determination of Potential for Flooding” is required for all new residential dwellings and commercial buildings, including structures that are demolished /destroyed before being subsequently rebuilt. They are not required for renovations or additions to structures that have obtained a valid Certificate of Occupancy (CO) or that have a valid pre-existing Certificate of Occupancy. This determination must be obtained prior to applying for a building permit. The Engineering Division processes the application; however, the inspection of the property and subsequent evaluation of its flooding potential are carried out by the staff of the Highway Department. It is a covenant which the Road Review Committee and the Town Board require in connection with the request to build on a lot on a private road. When properly executed and signed, becomes a legal document which must be filed in the Suffolk County Clerk’s Office. This covenant runs with the land and in the event said parcel is petitioned to be entered into the Highway System by way of the Town Law 200 process, said parcel is automatically included in the road frontage. The Town has a legal process for taking a private road into the Town Highway system. This is known as Town Law 200. Information on this can be obtained through the Town Engineer’s Office. The Town Transportation Office is also working with the Town Transportation Commission to develop other possible solutions to this concern. The installation of a Stop Sign or other traffic control devices on a Town road is authorized by the Town Board, working with the Traffic Safety Office. Residents bring all household garbage in designated “green bags” and their recyclables to any one of the four town-operated recycling centers. The fees for garbage disposal are included in the price of the green garbage bags.

If a resident has a small engine with stale gasoline, it should be drained in an appropriate container and stored for STOP Day. The engine can be brought to North Sea or Hampton Bays to be disposed of in the metal bin.

Latex and water-based paints are safe to put in the green bags. The paint should be left open and outside (or well-ventilated area) during dry weather. Once dry, it is easily discarded in the green bag.Municipal Works - Waste Management

Each year, property owners can file a grievance to lower the assessed value of their home if they have additional information that could lead to a more accurate assessment. Grievance Day is held on the third Tuesday in May. Each year, tax bills are mailed by December 15 of each year. Half of the amount is due by January 10 and the second half by May 31. They can be paid in-person, online, or by mail if the postmark is made on the due date or prior. If you pay your taxes directly, rather than through your mortgage, we try to mail a reminder notice to those property owners in early May.

Paying your taxes online is easy through the Town’s website. A username and password are no longer required.

You can search for your property using the address (the simplest method), the owner's last name, the tax map number, or the current bill number, all of which can be found on your tax bill.
The cost for online payments is only $1.75 for an electronic check (ACH). Similar to other bills you may have settled, you will only require your bank account number and routing number, which are printed at the bottom of your checks. If you prefer to pay by credit card, please note that a 2.5% fee will be charged by the processing company, not the Town. Upon completing your online payment, you will have the option to print a receipt immediately.

Under New York State Law, property owners are still responsible for taxes on their property, regardless of whether they receive a bill.
- To ensure we have your correct mailing address on file, please mail a mailing address change form to 116 Hampton Road, Southampton, NY 11968, fax to 631-287-5732 or deliver a copy to Town Hall. Download a change of address form.
- You can also obtain a duplicate copy of your tax bill by visiting https://etax.southamptontownny.gov/ and choosing the 'Duplicate Tax Bill' option on the Town of Southampton Tax Payment Portal website.

First-half taxes paid (or postmarked) after January 10 can still be paid to the Tax Receiver, with 1% interest added to the base amount each month. Taxes paid after May 31 will incur a 5% penalty and 5% interest on the balance.
An additional one percent will be added to the balance each month until the taxes are paid in full to the Suffolk County Treasurer’s Office. By law, the Town cannot accept any payments after May 31. Balance information at that time can be obtained from the Treasurer by calling 631-852-3000 or go to our website at www.suffolkcountyny.gov.

Yes. The Tax Receiver can receive partial payments in minimum installments of $200. When a payment is received, that amount is credited to your property and interest only accrues on the balance due. The Suffolk County Treasurer can also accept partial payments on delinquent taxes paid after May 31.

Probably not. The Suffolk County Treasurer will typically initiate tax collection procedures on vacant land after one year, and on improved properties after three years of non-payment. Even if the County does acquire a property for non-payment, there is a still time to redeem a property. Yes. Your home may be assessed at a higher value than it is worth. Lowering this amount is possible by filing a grievance. You may also be eligible for certain property tax exemptions based on whether you are a permanent residence in the Town, a senior citizen, disabled, a volunteer, or veteran. Feral cats are the offspring of domestic cats that have not been socialized. Animal Control does not pick up feral cats and the shelter does not accept them. The Southampton Animal Shelter offers support to residents of the Town through their AdvoCat Program which includes trapping, spay/neuter surgery and vaccinations and releasing . If the violation is not considered a life safety hazard, you will have a certain amount of time to correct the problem. If the problem is a life safety hazard, or if the inspection history reveals a repeating problem, the fire marshal may issue you a summons. All standard septic tanks should be inspected every 2 - 5 years. Regular inspection, maintenance, and pumping of a septic tank will increase its lifespan and catch potentially costly problems before they arise. Septic tank additives claiming to eliminate the need for pumping can compromise the functioning of septic systems. Septic tanks contain all of the microbes needed to break down waste; the small amounts of bacteria and enzymes found in a single dose of septic tank additives have not been shown to significantly increase the efficiency of septic systems. Disposing of harsh or toxic chemicals, or the use of antibacterial products, can kill the beneficial microbes in septic systems that degrade harmful substances in wastewater. Examples of chemicals which may harm a septic system include bleach, drain cleaners, disinfectants, paint thinners, pharmaceuticals, antibacterial soaps, and pesticides. These chemicals should be disposed of at transfer stations and, when they will be drained into a septic tank, used minimally. Leaky faucets and other excessive household inputs will increase the frequency with which pumping is required. Draining large volumes of water into a septic tank (such as from a pool or hot tub) can stir up the sludge collected at the bottom of the tank, allowing it to escape potentially clog the drainfield. Dental floss, diapers, feminine hygiene products, condoms and other non-biodegradable items should never be disposed of into a septic system as they may cause clog damage. Groundwater runoff from driveways and patios as well as roof and drains and basement sumps should be diverted away from the septic tank's drainfield as flooding the drainfield slows down the treatment process. Only grass should be planted over and near a septic system. Roots from larger plants may damage the septic tank or drainfield. The area over a septic tank and its drainfield should not be paved or driven over. These activities can compact the soil causing slow drainage and reduced efficiency of the cleansing process. They may also cause damage to underlying pipes and other equipment.Water Quality Protection

Often, soil already has enough nutrients from the previous year’s fertilizers and grass clippings. In that case adding more fertilizer will not help the grass. Soil nutrient testing can be performed by Cornell Cooperative Extension of Suffolk County to measure the amount of nutrients in the soil, and determine whether fertilizer is needed Fertilizer is typically only needed on lawns if the density of grass is low and soil is visible. If the lawn density is high, no fertilizer is needed. In Suffolk County, it is illegal to fertilize lawns between November 1st and April 1st. Fertilizing during that period can result in a fine of $1000. Fertilizer should be added to lawns in the late spring and/or early fall. These times of the year are periods of high growth for the grass, the better time being early fall so the grass can best prepare for the winter. During periods of high temperatures and low rainfall, usually during the summer, grass goes into a dormant state and slows growth and fertilizer should not be added to lawns during these conditions as it will not likely be used by the grass, and instead will be wash into groundwater.Water Quality Protection

All affordable housing programs qualify recipients based on their income. Since different parts of the country have varying living costs and income levels, the U.S. department of Housing and Urban Development (HUD) determines an Area Median Income (AMI) for each housing market throughout the country. For example, the area median income in Nassau/Suffolk area for a family of four in 2017 is $110,800 while the median income in Greenville, North Carolina is $57,000. HUD takes into account the high cost of living on Long Island. In the Town of Southampton because of the high cost of living and high property values, even a family making over $100,000 finds it impossible to afford a market rate home. To qualify for assistance, family size is taken into account because of higher costs of providing for a larger family.

There are literally dozens of different housing programs that you might qualify for. Generally, if you earn less than 60% of the median income for your area, you can qualify for LIHTC apartments, which makes up the largest chunk of rental apartments available. To qualify for rental subsidies, where you only pay 30% of your income for rent, you'll need to earn less than 50% of the median income. Many of the programs go out of their way to target even lower income people, even as low as 30% of the median income. Section 8 is a HUD program that helps renters pay their rent by paying for any rent costs that exceed 30% of the renter’s income. If a renter earns $2,000 per month in San Francisco but their rent costs $1,150 per month, Section 8 helps by paying $550 of that rent since 30% of the renter’s income is $600. This rental subsidy is very scarce and there are waiting lists across the country for the program.

Acceptable forms of documentation to qualify to use Reduced-Fare tickets under MTA/LIRR policy appear below:

SFCC - South Fork Commuter Connection
The South Fork Commuter Connection (SFCC) is a coordinated, intermodal transportation service in which transit users ride the Long Island Rail Road and then transfer to a Town-provided shuttle bus.
This service is designed to bring workers from one of three LIRR stations west of the Shinnecock Canal to one of the LIRR stations east of the canal on weekday mornings. Town-provided shuttles will take these train riders to local places of employment in the morning; and the process is reversed in the afternoon, bringing trains users back to the stations via shuttle buses to board one of two westbound return trips.
The Long Island Rail Road operates the train portion of the service. The Towns of East Hampton and Southampton will operate the connecting shuttle bus service which links to the train stations in their Town. These shuttles are for use by those who purchase a train ticket, ride the train and retain an LIRR ticket stub as a voucher for using the bus shuttle.
Those who utilize the train portion of this intermodal service, but cannot utilize the shuttle bus portion due to a disability or impairment-related condition, are eligible to receive paratransit services in compliance with the Americans with Disabilities Act.
Suffolk County Transit, which operates public bus service throughout the County and is the designated transit agency for Suffolk County, can provide paratransit service through its existing Suffolk County Accessible Transportation (SCAT) program.
SFCC related paratransit service between the train stations and the local employment centers would be for train arrivals and departures linked to the local shuttle bus services available at the stations east of the Shinnecock Canal. The user’s trip would originate at the train station in conjunction with the morning eastbound train arrivals; and the user’s return destination would be the train station, in conjunction with an afternoon westbound departing train. (Paratransit services not related to the South Fork Commuter Connection intermodal service are also available through the Suffolk County Transit SCAT program.)
Eligibility for paratransit must be established prior to use, so enrollment in the SCAT program or comparable ADA paratransit service is required before service may be requested through the Suffolk County Accessible Transportation service system. Suffolk County Accessible Transportation (SCAT) ID cards are required for Suffolk County residents to utilize this paratransit service. Please see the link below for complete information on the SCAT application and reservations process.

The days and times of service are compatible with the limited SFCC shuttle service schedule:

The Endangered Species Act is a federal law that prohibits a “take” of endangered or threatened species. The term “take” means to harass, harm, pursue, hunt, shoot, wound, kill, trap, capture, or collect, or to attempt to engage in any such conduct, and carries with it a civil penalty of $25,000.
The NYSDEC has regulations (6 NYCRR Part 182) that mirror the Endangered Species Act, including the definition of a “take.”
The Trustees’ Endangered Species Monitoring Program follows USFW Guidelines in order to protect these threatened or endangered species, which in turn protects the Trustees’ easement over the beach and all of the Town’s residents and freeholders from the liability of a “take.”

Stop-arm cameras identify illegal passers by license plate number. Tickets are issued to a vehicle’s registered owner, unless the automobile is proven stolen during the time of the offense. If someone other than the vehicle’s owner was driving at the time, the owner can request a transfer of liability.In most states, a first-time stop-arm violation carries a fine of $250. In New York state, subsequent violations within an eighteen month period are subject to a $25 increase in penalty, up to a maximum of $300.
In addition to the financial deterrent, violators learn about the potential dangers of their actions. Offenders can call the program's toll free number and speak with a representative, who can review the video evidence with them and help them understand the dangers of illegal passing. Services are offered in both English and Spanish.
Data from other safety programs demonstrates that 94% of first-time offenders do not receive a second ticket, and that 95% of drivers do not contest their ticket after seeing video evidence of their violation.

BusPatrol’s leading stop-arm enforcement program is built on a robust, guided, and secure process.
When a vehicle illegally passes a school bus while the stop-arm is deployed, BusPatrol’s multi-lens camera box captures the violation and car’s license plates from different depths and angles. The footage, along with GPS and timecode data, is stored locally on an onboard digital video recorder (DVR) unique to each bus.
The data related to the incident and violation is sent via an encrypted LTE network to BusPatrol’s secure cloud system. BusPatrol’s artificial intelligence (AI) software filters all footage received from each bus before it goes to one of our safety specialists for review.
A BusPatrol safety specialist reviews the filtered footage. If they determine that the violation is indeed an offence, the specialist prepares an evidence package for use by law enforcement. The package is built in accordance with state law, complete with video footage, license plate number, make, model, driver information, GPS location, and a timestamp of the incident.
The evidence package is then submitted to law enforcement via a secure cloud portal. Law enforcement reviews the evidence package to approve citation. If approved, a ticket is mailed to the vehicle’s owner, along with a link to Alertbus’ Driver Education & Payment Portal, where they can view video evidence of their violation. The vehicle owner makes their payment online, through the mail, or in person in the municipal jurisdiction – tickets can also be contested through the relevant jurisdiction’s civil court system.

Parents: You should discuss transportation conduct and safety rules with your children and share the safety tips below.
- Get to the bus stop at least five minutes before the bus is scheduled to arrive
- When the bus approaches, stand at least three giant steps (six feet) away from the curb, and wait away from the street
- Wait until the bus stops, the door opens, and the driver says that it's okay, before stepping onto the bus
- If you have to cross the street in front of the bus, walk on the sidewalk or along the side of the road to a point at least five giant steps (ten feet) ahead of the bus before you cross. Be sure that the driver can see you, and you can see the bus driver.
- Use the handrails to avoid falling. Be careful that clothing with drawstrings and bags with straps don't get caught in the handrails or doors
- Never walk behind the bus
- After you get off the bus, walk at least three giant steps away from the side of the bus
- If you drop something near the bus, tell the bus driver. Never try to pick it up because the driver may not be able to see you
- Students can only board and disembark at their designated stop

School Buses Are Unlike Other Vehicles
School buses have bigger blind spots, take longer to stop, and need more room to maneuver than a standard vehicle. Buses should be treated differently than you would treat an average-sized vehicle. It is important for drivers to know how to react to a school bus in operation.
When you encounter a school bus:
- Slow down. School buses make frequent stops, so be patient and drive at a reasonable speed. Remember, in addition to picking up and dropping off students, school buses are required by law to stop at railroad crossings.
- Be alert. Always be aware of children and parents that may be waiting at a school bus stop or perhaps running to catch the bus before it departs.
- Come to a complete stop at least 20 feet away from the bus.
- Be extra careful to look around before moving your vehicle, as children may be walking in front of, behind, or on the side of school buses. Check for pedestrians - especially near schools, bus stops, playgrounds, parks, and behind parked cars.
Right of Way
When a school bus stops and flashes its red lights, traffic approaching from either direction must stop before reaching the bus:
- on a two-lane road
- on multi-lane highways
- on divided highways
Share the Road
- Yellow flashing lights mean the bus is preparing to stop to load or unload children. Slow down and prepare to stop your vehicle.
- Red flashing lights mean the bus has stopped and children are getting on or off. Stop your vehicle and wait until the school bus resumes motion or until signaled by the driver or police officer to proceed.

The speed at which the process moves can be largely influenced by the applicant diligently turning in all required paperwork and making sure there are no violations at the property. In situations where the applicant determines it necessary or valuable to do so, expediting options also exist.

FIMP Project Plan
The Fire Island Inlet to Montauk Point (FIMP) Project is designed to reduce storm damage while maintaining or enhancing natural resources.
The Fire Island Inlet to Montauk Point, NY (FIMP) Reformulation Study was completed in July 2020.
The FIMP Project was authorized for construction in December 2020.
The FIMP Project is now proceeding through design and into construction. Funds are available from the Hurricane Sandy Disaster Relief Appropriations Act of 2013, which provides 100% Federal funding for initial construction of the project.
In order to proceed into construction, a Project Partnership Agreement (PPA) was entered into between the United States Army Corps of Engineers (USACE) and New York State in August 2021. The State executed similar agreements with Suffolk County and five towns (Babylon, Islip, Brookhaven, Southampton, East Hampton).
The current PPA covers the initial construction phase of FIMP. The continued construction of FIMP, over 50 years, (with 30 years of renourishment) will be covered in a separate agreement.
Construction began in September 2021 under Contract 1, which included dredging of Fire Island Inlet, and placement of sand on adjacent beaches. Contract 2, which includes dredging of Shinnecock and Moriches inlets and shoals with sand placement is underway and currently scheduled for completion in March 2023.
Contract 3 of the FIMP Project is a structural contract for shore protection and beach renourishment work, to provide erosion risk reduction via Berm fill to the ocean shoreline, Dune restoration, augmentation of coastal resiliency with restoration of the barrier island, and enhance the overall barrier island and natural system coastal processes. Contract 3 includes offshore dredging and sand placement along the ocean shoreline, to construct an engineered beach and dune system, and offshore channel at Tiana Beach as part of a proactive breach response.
In addition to the proactive breach response, Contract 3 also includes two Coastal Process Features (CPFs #11 and #12) located on the eastern portion of Westhampton Island, west of Shinnecock Inlet and Shinnecock County Park West. CPF #11 is located along the Dune Road bayside shoreline and will consist of fill placement within the offshore channel and along the shoreline as well as groin removal. CPF #12 is located at Tiana Bayside Park and will consist of bayside fill placement along the channel and shoreline and burial existing gabions.
It is anticipated that Contract 3 construction will commence in the End of Summer/Fall of 2025, although this schedule is subject to change, as actual timing will depend on when all real estate interests (easements) are obtained.

FIMP Project Plan
An engineered beach and dune system provides coastal protection based on engineering calculations following extensive study by USACE. These calculations establish the appropriate width and slope of beaches and the size and location of dunes (where necessary) to protect New York’s shoreline. Engineered beach and dune systems are designed to provide protection from flood and wave damage caused by storms.
The FIMP dune line was determined by USACE taking into effect various factors including the costs and benefits of placing the dune line further south or north and determined the line that provided the best benefit for the cost. The alignment is not straight as it follows the natural contour of the land to match the existing topography.

It is the intention of USACE to incorporate the existing geo-cubes/geo-tubes into the new dune structure. If any trap bags are seaward of the new dune alignment, they will be removed.

It is the responsibility of the Town to obtain access to all the real estate, in the form of perpetual easements, that USACE requires to construct Contract 3 of the Project within the Town of Southampton. In order to construct the dune and beach profile, various pre-construction and construction activities have to take place on approximately 85 private ocean-front parcels along the length of the Project. These activities require USACE, DEC, and the Town to have appropriate access on the parcels.

After extensive engineering studies, cost benefit analyses and consultation with numerous regulatory agencies to assure the desired level of protection, a beach and dune template (location, height and width of sand placement) has been developed and approved for the FIMP Project. Because the beach and dunes must be built to this specific design template, sand must be placed on certain private ocean-front properties.

FIMP Project Plan
Perpetual Beach Easement: A Perpetual Beach Easement (“Easement”) grants a legal right to use a limited and clearly defined part of a privately owned property to build this Project. The Easement is termed ‘perpetual’ because as long as the Project remains authorized by Congress and functional, the Non-Federal Sponsors must maintain the ability to access the Project area to perform inspections and maintenance in order to ensure the continued benefit from the Project (see below for other key provisions of the Perpetual Beach Easement). Property owners with mortgages will be required to work with their banks to subordinate their loans to the Easement. There are two types of Perpetual Beach Easements: 1) where the easement area is free of all structures and 2) where the easement area contains a pre-existing structure(s) (such as walkways) which is permitted to remain, be maintained, repaired and restored subject to applicable Federal, State and local laws.
Note about mortgages: A Subordination of Mortgage will be required for all Easement properties which have an existing mortgage. The property owner’s lender will be required to sign a simple agreement, provided by the Town Attorney’s Office, allowing the mortgage to be subordinate to the Easement. This is necessary to ensure that the Easement will stay in effect in the event of foreclosure. When contract terms are met and title has been cleared, a deed or easement will be recorded at the Office of the County Clerk, and the landowner(s) will be paid the just compensation due.
Waiver: The execution of all required Perpetual Beach Easements will be critical to allow this Project to proceed expeditiously. Federal Regulations provide that every property owner has the right to an appraisal for possible compensation in exchange for the granting of the Perpetual Beach Easement. The Waiver document offers the owner an opportunity to waive the right for an appraisal and to donate the Easement to the Town.

FIMP Project Plan
- The Easement will specifically describe the portion of the property where the designed beach and dune system will be placed, i.e. the Easement Area.
- The property owner retains title to the entire parcel, however, this specifically identified and described portion will be subject to the conditions of the Easement.
- The Easement is only for the placement of sand, dunes, vegetation and fencing on private property and specifically states that it will allow the Town, DEC, USACE and their representatives, agents contractors and assigns “to construct, preserve, patrol, operate, maintain, repair, rehabilitate, and replace a public beach, and other erosion control and storm damage reduction measures together with appurtenances thereto, including the right to deposit sand, to accomplish any alterations of the contours on said land, to construct berms and dunes, and to nourish and re-nourish periodically.”
- No grading, excavating or placement of any structure or material will be allowed in the Easement Area by the property owner, except for dune overwalks, which must comply with specific design criteria to maintain vertical separation of the overwalks from the dune, which will allow the dune and plantings to thrive. The overwalk reconstruction costs will be reimbursed through the appraisal process and allow the homeowners to reconstruct these walks upon completion of the project dune and berm.
- Pre-existing structures that are located wholly north of the landward crest of the dune (such as a dune walkway) may remain in the Easement Area. Whether pre-existing structures that are not wholly north of the landward crest may remain will be determined on a case by case basis, via a boundary and topographic survey to be performed on each property.
- The Easement Area will remain private property, but will be subject to Federal regulations which require that the public be able to have access to all portions of beaches on which federal money is spent for a beach construction project.
- The public will have access to the beach (berm) area south of the Easement Area. Moreover, the easement area is south of the crest of the dune and subject to an existing easement in favor of the public. See, Dolphin Lane Assocs. v. Town of Southampton, 37 N.Y.2d 292, 297 (1975) (“there is an easement in favor of the public between the high-water mark of the Atlantic Ocean and the southerly top of the sand dunes ...”).
- An owner of property does not assume additional liability by granting an easement to another person or entity. Any contractor entering the property during the Project will have insurance to cover any damages to the property or for any injuries resulting from the work.

In some cases, private ocean-front properties may have pre-existing structures (such as a deck) that compromise the proposed dune template. The options available to property owners in this situation will depend upon the degree and location of the structure’s impact, the configuration of the lot, and whether the structure itself is capable of being relocated.
Process: Once the surveys are completed, all parcels with structures that encroach south of the northern landward crest of the new dune template will be identified. Depending upon the elevation and location, these structures may need to be relocated, modified or removed. In all these instances, an appraisal will be necessary.
Structure Modification/Removal: If a portion of a pre-existing structure, such as a deck or a pool, is found to compromise the dune template and there is no room on the existing lot to relocate or modify the structure to avoid compromising the dune template or it may be too costly to relocate the structure, it may be necessary to remove the structure. If it is determined that a portion of a pre-existing structure such as a deck or a pool may be relocated to another portion of the existing lot, the compensation offered to the owner will include an amount to relocate such structure which is commonly referred to as a “cost to cure.” The cost to cure is in addition to the amount determined by an independent appraiser to be the just compensation for the easement. The actual relocation of the partial structure will be the responsibility of the owner.

- Survey: Surveyors will be hired by the Town to undertake surveying work, including but not limited to preparing surveys, determining metes and bounds of the dune easement within each parcel, and other documentation needed so the Town can complete appraisals and easement acquisitions in order to establish the dune and berm construction.
- Appraisal: Appraisers will be hired by the Town that are certified general appraisers and their qualifications will be pre-approved by USACE. Appraisals will be prepared to federal appraisal standards and subject to review and acceptance by USACE. The appraisals must be prepared in accordance with “Uniform Appraisal Standards for Federal Land Acquisitions” and “Uniform Standards for Professional Appraisal Practice” (USPAP). The appraisal will determine the current fair market value for acquisition of easements. Property owners will be invited to accompany the appraisers during their property inspections.
- Offer Letter: The fair market value of a property will be determined by the appraisal. Once the appraisal is complete, the Town will mail an Offer Letter to the property owner offering the appraisal value for the property.
- Easement Documents (Voluntary): If the value of the appraisal is agreed to by the Town and the Owner, the Town will complete an examination of title and prepare the Easement documents. The Town will work with the property owner to address any title issues and will prepare all Easement documents. After the Easement is recorded at the Office of the County Clerk, the landowners will be paid any agreed upon compensation.
- Agree on Value: The Town will make every effort to acquire real property by mutual agreement to value. If an agreement is reached, a contract will be executed and a sit down or mail closing will be conducted at which time the landowner will be paid the appraised value of the property. The easement or deed will be recorded at the Office of the County Clerk.
- Failure to Agree on Value: If agreement cannot be reached, the Town is required to begin judicial proceedings to acquire the easement by eminent domain, in accordance with the New York State Eminent Domain Procedure Law. A map and legal description will be filed at the Office of the County Clerk and title will vest in the Town upon recording. If the property owner files a claim for greater compensation within the time provided in the Court order vesting title to the easement; just compensation will be determined in New York State Supreme Court.

- Surveys: Surveys are expected to be completed over the 2023 Spring/Summer season.
- Title Search: A title search will be undertaken by the Town during the survey process and completed prior to recording of the easement.
- Easements: Final documents for execution of the Perpetual Beach Easement will be distributed to each property owner after surveys have been completed and the exact descriptions of the required Easement Area have been included in their specific Easement document. Once executed, the Easements will be recorded in the County Clerk’s Office as part of the property record.
- Waivers: A prepared Waiver will be sent to the property owner at the same time as the prepared Perpetual Beach Easement document. At that time, they will have the opportunity to execute the Waiver and thereby donate their Easement to the Town.
- Appraisals: Appraisals will be conducted if a Waiver was not signed once the surveys are complete.
- Relocation or modification of a partial structure: Once local permitting agency approvals are obtained, a final appraisal will be obtained and the owner will receive an offer of the highest approved appraised amount which will include a cost to cure for relocations of partial structures. The owner may then retain its own contractor to perform the modification or relocation of the partial structure such as a deck or a pool.
- Transfer of easement: If a mutually agreed upon value can be reached after the appraisal process, transfer of the easement should be relatively straight-forward and quick. If agreement cannot be reached, the Town is required to begin judicial proceedings to acquire the easement by eminent domain, in accordance with New York State Eminent Domain Procedure Law. A petition will be filed with the Court seeking a vesting order which transfers the easement to the Town. After a vesting order is issued, a map and legal description will be filed at the Office of the County Clerk and the easement will vest in the Town upon recording. If the owner brings a claim for greater compensation within the time provided in the vesting order, just compensation will be determined in the New York State Supreme Court.
- Payment: For those parcels with accepted offers, payment will be made at the time of the closing. The Easement will then be recorded. For parcels where offers have not been accepted, payment will be made when vested title is recorded and title issues are cleared, or if a claim is filed, when the matter is settled in court.
- Construction Start: FIMP Contract-1 and Contract-2: Dredging of Fire Island, Shinnecock and Moriches inlets and shoals with sand placement on Gilgo Beach and Robert Moses State Park is underway and scheduled for completion in March 2023.
FIMP Contract-3: It is anticipated that construction will commence in the end of Summer/Fall of 2025. These schedules are best estimates based upon when all real estate interests will be obtained and are subject to change.

HBWD - Hampton Bays Fire District - Remediation Plan
- The NYS DEC is working with the Hampton Bays Fire District on a Remediation Plan for the site located at 69 West Montauk Highway in the hamlet of Hampton Bays.
- This Remediation Plan is necessary because the DEC has identified this location as a Superfund Site.
- The DEC has identified this location as a Superfund Site due to contamination caused by the Hampton Bays Fire District’s purchase of aqueous film forming foam (AFFF) used for fire suppression responses and training in the 1990s.
- AFFF contains perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA), among other per- and polyfluoroalkyl substances, known as PFAS.
- PFOS and PFOA are contaminants that have been found in shallow soil in the area where a fire training exercise was documented, as well as in the underlying groundwater at levels that exceed regulatory standards for soil and groundwater.
- The New York State Department of Health has established a maximum contaminant level (MCL) of 10 parts per trillion for both PFOS and PFOA in drinking water.
- The US EPA has recently enacted stricter standards of 4 parts per trillion for both PFOS and PFOA, which New York State is forced to adopt.

- Even though the Water District is not a responsible party, it has thus far assumed the responsibility of removing the contaminants from the groundwater.

- Upon learning of the presence of PFOS and PFOA at this site due to previous Fire Department activities, the Water District installed wellhead treatment on three public water supply wells that have been directly impacted by the groundwater plume emanating from the Fire District property.
- This treatment system consists of pressure filtration using a granular activated carbon, or GAC, media. This system removes PFOS and PFOA from the drinking water before it reaches consumers.
- This carbon filtration system has been operating at the site since 2018.
- The drinking water provided by the Water District from these three impacted wells meets all current and proposed drinking water standards due to this filtration.

HBWD - Hampton Bays Fire District - Remediation Plan
- The NYS DEC recognizes that the carbon filtration system installed by the Water District is benefiting, and contributing to, the clean-up efforts of the HBFD.
- Because of this, the NYS DEC has requested that the Water District continue utilizing this filtration system. The Water District intends to comply with this request since the wells are necessary in order to meet the water demands of the community. It should be noted that these three wells are seasonal, and operate from May to September only.
- The NYS DEC also asked the Water District to notify them in the event the filtration system at the site is suspended or terminated. This might happen if the contaminants can no longer be filtered out of the water at a rate that meets Health Department requirements, if a better location is secured for a new well field, or if the filtration system fails and is unrepairable.
- In the event the Water District’s filtration system is suspended or terminated, the NYS DEC will reassess treatment options that may be needed for the groundwater portion of the remediation.
- The Town Board, in its capacity as the Commissioners of the Water District, agreed to provide this notice through a Memorandum of Agreement signed on December 18, 2023 and authorized by Town Board Resolution No. 1290 of 2023.

We will do this by utilizing satellite parking lots and mass transit (LIRR) options to maximize an efficient shuttle system and maintain a secure public safety perimeter around the championship grounds and neighboring residences.

MTA Long Island Railroad (LIRR) will be the easiest and most convenient way to get to the U.S. Open. Train service will be provided in both directions along the Montauk Branch and will accommodate customers traveling from either New York City or Eastern Long Island. Shinnecock Hills Golf Club is located 85 miles from New York’s Penn Station, and the trip is expected to take approximately two hours. A detailed train schedule with U.S. Open services will be released in the Spring of 2026. Prevailing train fares will be charged.
Fans will utilize a temporary train platform that will be constructed in close proximity to the championship grounds. After exiting the train, fans will proceed through security screening prior to crossing a pedestrian bridge to reach the championship grounds. Provisions for persons with limited mobility will be in place to enable access to the championship.

There is no parking or staging for vehicles, so pickup times will need to be coordinated accordingly. Due to traffic restrictions, access is limited to vehicles no larger than a 12-passenger van or limousine. Ride share vehicles are not permitted to pick up or drop off at any other location around the championship grounds.

The primary goal for the USGA is to provide championship fans and the surrounding community with a safe and secure environment. The championship’s public safety plan encompasses security, parking and transportation, fire suppression, first-aid services, emergency medical services, and the support of other various public and private agencies that may be called upon to perform certain duties. In conjunction with the Town of Southampton Police Department, the USGA and its public safety partners are continuing to develop a comprehensive public safety plan to proactively monitor and assist in responding to specific calls for assistance.

2026 U.S. Open Championship - SECURITY & PUBLIC SAFETY
To expedite admission into the championship, it is recommended that all prohibited items are safely stowed prior to arriving at the championship. Please be sure to read the following list of prohibited items carefully:
- No Weapons (regardless of permit, including but not limited to firearms or knives)
- No Explosives and/or Fireworks of any kind
- No Tablets and/or Computers (mobile devices smaller than 7" are permitted, subject to mobile device policy)
- No Drones
- No Selfie Sticks or Handheld Camera Stabilizers
- No Cameras (point and shoot, film, or DSLR) or Video Cameras (other than Monday through Wednesday for personal use only)
- No Noise-Producing Devices (including radios, TVs, or portable speakers)
- No Backpacks, Briefcases, Purses and/or Bags larger than 6" W x 6" H x 6" D in their natural state. NOTE: Transparent/clear plastic hand and shoulder bags no larger than 12" W x 12" H x 6" D are permitted.
- No Signs, Posters, Banners, and/or other Sports Paraphernalia or Memorabilia
- No Food and/or Beverages except for medical or infant needs
- Water Bottles (32-ounce size or less, no glass) are permitted provided they are empty upon arrival
- No Glass and/or Coolers except for medical or infant needs
NOTE: Aerosol Cans, Spray Bottles, and/or Personal-care items (3.4 ounces or less) are permitted.
- No Pets or Emotional Support Animals (only trained service dogs as defined by the ADA)
- No Lounge Chairs and/or Oversized Chairs
- No Ladders and/or Step Stools or other similar items
- No Bicycles, Segways, Scooters, or other personal transportation devices allowed inside championship admission gates (other than used for individuals with mobility disabilities)
- No other items or actions deemed unlawful, dangerous or disruptive by the USGA and/or Championship Security or Safety Personnel, in their sole discretion
The USGA reserves the right to amend the List of Prohibited Items at any time to provide a safe and secure championship.

SeatGeek is now the Official Primary Ticketing Partner for the USGA! You can buy tickets online at seatgeek.com/usga or by accessing www.usopen.com. Purchasing tickets in advance is encouraged as tickets are subject to selling out.

For all USGA championships, juniors aged 17 or younger receive discounted or complimentary admission on Gallery and Trophy Club tickets only with a ticketed or credentialed adult. For the U.S. Open, juniors aged 12 and younger can receive a complimentary Gallery ticket at the Ticket Office for each round of the championship.
Juniors aged 13-17 can receive a complimentary Gallery ticket for practice rounds and can purchase a discounted Junior Gallery ticket for championship rounds. Junior access to Trophy Club can be purchased at a discounted price each day of the championship. For all championships excluding the U.S. Open, juniors aged 17 and younger receive complimentary Gallery admission each day of the championship and can purchase Trophy Club admission at a discounted price. Tickets for any other venue, regardless of age, must be purchased online in advance. A maximum of four (4) Junior tickets of any age are available per ticketed or credentialed adult. Junior tickets will always be available.

The USGA has a military policy that is extended to active and retired military members only. All military tickets must be obtained online in advance through GovX, where a copy of a Military ID or service verification is required. For the
U.S. Open, active or retired military members can receive complimentary or discounted Gallery admission each day for themselves only. Spouse and guests must purchase a ticket separately in advance. For all championships excluding the U.S. Open, active or retired military members can receive complimentary admission each day for themselves and a guest by obtaining tickets online in advance. The online process will be available in the winter. Please check back for updates.

2026 U.S. Open Championship - TICKETS
All tickets for USGA championships are delivered electronically as mobile tickets approximately 30 - 60 days prior to the start of the championship. At that time, you can view, manage and transfer your tickets on your mobile device by using the USGA or SeatGeek app. To enter the event, guests must display the mobile QR code from the app.
Tickets can be managed in late spring. To transfer eligible tickets, please first open your account either online or via the USGA app. Then select the ticket group you'd like to transfer. Click the Send icon and enter the name, username, email, or phone number of the person you are sending tickets to. Then click Quantity and select the number of tickets that you want to send. After confirming the details of the recipient are accurate, tap Send. Please note most, but not all, tickets are eligible to be transferred. We suggest viewing a mobile ticket transfer tutorial here which includes step by step instructions.

Tickets obtained from sources other than the USGA and/or its representatives, agents or authorized third parties, including, but not limited, authorized auction sites or websites, may be lost, stolen or counterfeit, and in such cases where tickets are lost, stolen or counterfeit, the tickets will not be honored. In addition, tickets obtained in contravention of the Terms of the ticket license agreement will not be honored. The USGA has no responsibility for tickets purchased through an unauthorized source. Ticket holders in possession of tickets that have been reported as lost or stolen are subject to removal from the championship and may be referred to local authorities for investigation.

Yes, if you are no longer able to volunteer, you will be able to request and receive a full refund. However, once the volunteer apparel ships in the Spring of 2026, we will not be able to process a refund, unless the apparel is returned. Please contact the USGA at 2026usopen@usga.org if you need to withdraw from the volunteer program.
